Just because you file a complaint, this does not mean your auto insurance company will pay up immediately, or that you will get results. The department will review you vehicle insurance policy and the other facts and information, and then decide whether the car insurance company is wrong or not. If the auto insurance company is found to be wrong, they can be fined or even have their license to sell insurance removed by the state.
